Jane Doe rape kits are now officially accepted

ELKTON, Maryland (AP) – Beginning from the coming year countrywide, rape victims too scared or too embarrassed to go to police can endure an emergency-room forensic rape exam, and the proof collected will be kept on file in a conserved sachet in case they make a decision to press charges.
The new federal requirement that states pay for “Jane Doe rape kits” is meant at getting rid of one of the biggest obstacles to prosecuting rape cases: Some females are so troubled they don’t come forward unless it is too late to gather hair, semen or other samples.
This is being followed at many health clinics, colleges and hospitals throughout the country and by the state of Massachusetts. But many other jurisdictions decline to cover the approximate eight hundred dollar cost of a forensic rape exam if not the victim files a police report.
Rom the start of 2009, states will have to pay for Jane Doe rape kits to persistent receiving funding under the federal Violence against Women Act that provides tax dollars for women’s shelters and law enforcement training. States will themselves choose how many places will offer unidentified rape exams and how long the proof should be kept.
Emergency rooms typically use a “rape kit” to collect proof for use by police and prosecutors. It comprises of microscope slides, some boxes and plastic bags for storing skin, hair, blood, saliva or semen gathered by a mainly trained nurse. The victim’s injuries are also snapped.
