Delhi: City Of The Rapists

“A woman is raped in the Indian capital every 24-hours ………” Is the Dilwalon ka Sheher fast turning into a Rape karne walon ka Sheher. Startling findings reveal that a majority of rape cases registered by Delhi Police show that the rape victims knew their attackers. Details gathered from police stations across the city show that more often than not, it was their neighbours who raped the victims.
According to a police official, the social picture emerging from the profiles of the accused is really disturbing. It throws light on the fact that the rapists are mainly people who are familiar with the victims, including even relatives in some cases e.g. stepfathers, brothers-in-law, fathers-in-law, cousins and even brothers.
Rohini Patkar of Jagori, a women’s rights group says: “We are aware of the fact that most rapes are committed by people who are known to the victim. That makes it worse for the victims, who have to go back and face the same people, since there are not enough shelters and rehabilitation centres in our country.”
Trying to profile the educational background of the rapists, Delhi Police analysis showed that they were either illiterate or had dropped out of school. Some had completed their senior secondary education, with others having studied up to Class 10.
So what is the reason behind Delhi, the capital of India turning into the rape capital of not only the country, but also the world? Is rape becoming yet another excuse to remind women to keep within their limits… In the eyes of a patriarchal society such as India, the simple act of a woman visiting a dhaba for a cup of tea at night is an unforgivable crime. She is held criminally responsible for forgetting her limits, for daring to forget her inferior status as a woman, daring to forget only men are free to indulge themselves, whether it is a whim for a breath of fresh air or a fancy for a cup of tea at midnight.
While, the police are alarmed by the fact that Delhi is fast turning into the ‘rape capital’ of the country, maybe even the world, former Punjab DGP KPS Gill really puts his foot in his mouth when he says: “Delhi is the worst city”, not because of the rapists who feel free to run loose in Delhi. No, oh no! it is because Gill declares: “For this I would blame the women who try to keep in tune with the trend. They are the ones who provoke them.” Well, Mr. Gill, were you similarly ‘provoked’ when you sexually harassed an IAS Officer Rupan Deol Bajaj?
When all respectable fingers point blame at the rape victim herself, it is refreshing to hear people like a young Manipuri woman Pineng Thaivum saying: “I think a girl should be able to dress the way she wants and if she feels hungry at 2 am she should be able to go out and get food. A guy has no problems, so why should a girl?” Well said, what’s sauce for the gander is sauce for the goose!
However, Delhi must wake up to the fact that if something is not done, women will not longer find it a safe place to live and work in. It must come up with fast solutions to prevent itself from becoming the rape capital of the world. Perhaps, castration could be the answer. A couple of castrations, and each man will think twice before getting the idea of rape in his mind.
